    MULLAN EMPLOYEES USE OF TOOLS AND SHOP AFTER WORK

    MULLAN EMPLOYEES ENJOY A LIFESTYLE UNLIKE MANY PUBLIC EMPLOYEES. THEY HAVE ACCESS TO CITY EQUIPMENT AND THE CITY SHOP AFTER HOURS, WEEKENDS, AND HOLIDAYS. THEY WRITE THEIR OWN INVOICES FOR JOBS USING CITY EQUIPMENT AND FUEL. THEY ALSO DON'T HAVE A BUSINESS OR INSURANCE THAT WE COULD FIND IN CASE OF ACCIDENTS. WHO KEEPS THEM ACCOUNTABLE? THE MAYOR AND STREET SUPERVISOR/COUNCIL PRESIDENT ARE ACCOUNTABLE FOR THEIR BEHAVIOR.
