    THE COALITION FOR CONCERNED CITIZENS DISCOVERED THAT THE CITY OF MULLAN HAS A RISK MANAGEMENT PLAN. WE ARE CONFUSED BY THE FACT THAT CITY EMPLOYEES USE THE HEAVY EQUIPMENT AFTER HOURS FOR SPECIAL PERSONAL JOBS YET HAVE NO INSURANCE OR BUSINESS LIABILITY..IF THEY EVEN HAVE A BUSINESS. THE MAYOR CALLS IT A "PERK" OF THE JOB.
