    CNN PRODUCER NOTE     The rising flood waters of the Mississippi River have inundated the small town of Grafton, Illinois, as seen in djgarcia's photos. Some parts of town are under 3 to 4 feet of water, he reported yesterday morning. The Mississippi River reached 29.4 feet this morning, 9 feet above the flood stage for that area, according to the National Weather Service. 'The flooding is an incredible blow to areas that have already been suffering under the slow economy. I wonder how in some cases there can be any recovery for the families affected. As the rain continues to fall and the waters rise, it must cause some of the people in the affected areas great distress,' said djgarcia, who lives 30 miles away in Edwardsville.
